A new policy, which seeks to address the challenges in implementing the devolved system of Government has been launched.
The Policy on Devolved Government, will enhance alignment of roles, co-ordination and collaboration between the two levels of Government, Kenyans and the non-State actors.
Devolution Cabinet Secretary, Mwangi Kiunjuri launched the policy yesterday at Kenyatta International Convention Centre (KICC), the culmination of a four-year work that seeks to strengthen the devolution system.
“As the Cabinet Secretary responsible for devolution, I have no doubt whatsoever that devolved system of Government is now firmly grounded...devolution is a historic undertaking,” said Kiunjuri.
Only one Governor, Nathif Jamal and five Deputy Governors attended the launch, with Council of Governors Chairman, Peter Munya’s remarks read on his behalf by Murang’a Deputy Governor, Gakure Monyo.
Munya said in his remarks that it has not been an easy journey noting that moving from a centralised to a devolved system attracted resistance from those who wanted to maintain the status quo.
“A proper framework will mitigate the conflicts that have arisen between the two levels of government where donor funds related to County functions are allocated to the National Government ministries and agencies for utilization,” said Munya.
