Water Cabinet Secretary Eugene Wamalwa has told his Principal secretary Patrick Nduati Mwangi that he will singularly be held responsible if his decision to award the Sh62 billion Thakwe Multi-Purpose Dam contract to any of the two warring Chinese companies backfires.
The CS, who appeared before the National Assembly’s Committee on Agriculture, Livestock and Co-operatives yesterday, said the PS, as the accounting officer, makes the final decision on who will be awarded the tender adding that his mandate is only to advise after the tendering process has been finalised.
“This matter is out of my hands. Even in the Bible, at one time, Jesus prayed for the cup to be taken away from his hands. I am also returning this cup to the right hands.
It is now upon the PS to make his decision but he should know that he will be held accountable for what he may have done or failed to do. I am also humbly requesting this committee to leave the PS make the decision because he is paid by Kenyans to make such decisions,” he said.
The Cabinet Secretary’s helplessness on this controversial matter pitting two Chinese companies, China Ghezhouba Group Company Limited and Sino Hydro arose after he differed with the PS on who should be awarded the tender.
On Wednesday, the PS told the committee that the Ministerial Tender Committee had advised him not to award the tender to China Ghezhouba Group Company Limited, which quoted Sh36 billion because African Development Bank (AfDB) which is financing part of the contract has raised integrity issues against the company.
