Witness links Okemo to Anglo-Leasing project deal

Former Finance minister Chris Okemo chaired a “crisis security meeting” where the controversial Anglo-Leasing €59.6 million police E-cops project was discussed, a Nairobi court heard yesterday.

Trial magistrate Martha Mutuku also heard that the critical security meeting, which was held at the Treasury, was attended by, among others, top government security officials such as former Commissioner of Police Philemon Abong’o, the then GSU commandant Samson Cheramboss and former CID boss Francis Sang.

Prosecution witness Margaret Biana, who took the minutes during the meeting, told the court the meeting discussed special critical security project under the Office of President.

She was testifying in a case in which former Finance minister David Mwiraria, three former PSs Joseph Magari, Dave Mwangi and David Onyonka, and businessmen Deepak and Rashmi Kamani have been charged with a conspiracy to defraud the government €597 million through a suppliers financing agreement for computerisation of security, law and order system.

Biana who worked as secretary at the Treasury also confirmed that none of the accused persons were present in the meeting which was held on September 16, 2000. She said the need for the E-cops project was identified long before the accused took office. The case will be heard next on January 17, 2017.
