MPs recalled to deliberate on CDF cash

The National Assembly has been recalled for a special sitting to deliberate on matters relating to the disbursement of the National Government Constituency Development Fund (NG-CDF). The move comes as the National Treasury promised to release Sh10 billion to the CDF board to fund constituencies’ projects in this financial year.

Members will be expected to discuss a ruling by the High Court that reduced the allocation from the proposed Sh35 billion to Sh25 billion. Last weak, Treasury Cabinet Secretary Henry Rotich (below) told MPs that his office was considering a supplementary budget to re-allocate Sh10 billion set aside for CDF after the High Court ruled out further disbursement to the kitty.

But the MPs proposed further amendments to the CDF law in a bid to short-circuit the court ruling that capped the kitty’s allocations at Sh25 billion. The court made the ruling after two activists—Wanjiru Gikonyo and Cornelius Opuot—challenged the legality of the kitty, claiming it creates a third level of government.

MPs have in the recent past held a number of Kamukunjis (informal meetings) to explore on ways of accessing the money held by Treasury. Strategies being floated include introducing fresh amendments to the NG-CDF Act to compel the Treasury to release the money either directly to CDF accounts or through ministries.
