Retired teachers in for benefits shocker

Retired teachers who have been fighting for their pension for the last 18 years are in for a rude shock after the Treasury Cabinet secretary Henry Rotich yesterday told National Assembly’s Committee on Implementation of House Resolutions that the teachers will only be paid Sh16.7 billion and not the Sh30 billion agreed upon by the two parties in March.

He also said a multi agency audit team by the government revealed that only 31,000 former teachers qualified for payment and not the often claimed 52,000 retirees.

“We formed a multi-agency technical committee comprised of staff from the Treasury, Teacher Service Commission (TSC), Attorney General office, and the Controller of Budget to study the court ruling and establish the correct number of beneficiaries based on TSC records.

After we calculated the outstanding gratuity and pension based on the court ruling, we got a figure of Sh16.7 billion as the outstanding pension arrears for the former teachers. We also established that 31,000 former teachers are correct beneficiaries of the court award,” Rotich told the committee.

The CS further said that the Treasury has already set aside Sh1.5 billion in the Supplementary Budget and another Sh1.5 billion in the next financial year to settle the long awaited pension arrears. The rest will be paid in phases that will be agreed between the Treasury and the former teachers.
