I’ll push devolution agenda forward, vows Nanok

The newly-elected chair of the Council of Governors Josphat Nanok has promised to push the devolution agenda forward for the benefit of all Kenyans.

He committed to closely work with the National government as well as other stakeholders to realise the fruits of devolution which has been envisioned to promote equity among all Kenyans across all regions of the country.

Speaking in a Nairobi hotel yesterday, Nanok, who is also the Turkana Governor, reiterated that Kenyans stand to benefit a great deal if devolution is fully and faithfully implemented.

“I thank my predecessors for making the council vibrant and a visible organ. As the last chair in the inaugural cycle of governors, I promise to champion for the strengthening of devolved governments as a way of empowering the common man at the grassroots,” he said.

Former Commission on Revenue Allocation chairman Micah Cheserem, however, accused the National government of retaining more money at the expense of service provision at the county levels.

For devolution to work effectively, he challenged the administration which will come up after the August 8 General Election to allocate counties 45 per cent of the national revenue.

Holding money Cheserem, however, cautioned the county chiefs against using public funds to employ more staff saying the move would block them from initiating development programmes.

To ensure that devolution is not stalled, Chief justice David Maraga pledged that the Judiciary will prioritise cases touching on devolution. Most of the cases in court are on the interpretation of the Constitution in implementing devolution.

“As the head of the Judiciary, I will talk with the heads of the different courts to see how these cases can be finalised faster,” said the CJ who was the chief guest in the final council meeting by the governors. Outgoing chairman Peter Munya lauded the courts for giving clear interpretation and guideline on impeachment of governors.
