Members of the Mandera County Assembly have rejected the Sh1.7 billion supplementary budget tabled in the Assembly by the county government last Thursday.
In what may be a major blow to Governor Ali Roba’s administration, 17 MCAs voted against, while 15 voted in favour of the mini-budget, most of which the county government had said it had intended to address the emergency arising from the devastating drought which has hit the region.
Coming less than six months to the General Election, the rejection of the budget is an indication that Roba faces an uphill task after defying the powerful Mandera Council of Elders’ decision for all leaders holding elective positions including the Governor to relinquish their positions.
A member of the budget committee, Elwak MCA Mohamed Abdi Warseso, said all the MCAs who voted against the budget have abided by the elders’ decision.
The MCAs were particularly irked by the move by the county government to cut Sh50 million from the bursary fund. “This is the only benefit that impacts directly on the ordinary mwananchi, so it is certainly going to affect them,” he said.
