Treasury accused of slashing UoN budget

University of Nairobi Council has accused the National Treasury of slashing the institution’s budget proposals for the financial year 2017/18 from Sh6.2 billion to Sh4.5 billion.

UoN Vice Chancellor Prof Peter Mbithi yesterday said the Council and University Management Board (UMB) had approved and presented to the ministry budget proposal of Sh 6.2 billion.

He lamented that the ministry opted to slice the budget by Sh1.7 billion and forward it to the National Assembly.

Addressing the media at the university yesterday, Mbithi, who is also the secretary to the council, said they have petitioned Parliament through the National Assembly budget committee to intervene over the matter.

“The proposed budget cut is premised on the new formula of costing degree programmes called the Differentiated Unit Costs (DUC) but the implementation should have been gradual. The university has experienced a steady decline in budgetary support,” he said.

He said the institution has faced financial constraintsbecause of declining budgetary support and delays in exchequer releases.

The council however, rubbished allegations of the university’s bankruptcy and inability to pay salaries, terming them as exaggerations.

Mbithi also trashed reports by a section of the media that the institution had been censured for issuing Masters and PhD degrees to students whose theses had been written by agents.

The VC who was accompanied by the council’s acting chairperson Pascalliah Kosgei and other top officials called on the Commission for University Education (CUE) to issue a public explanation for the university over the matter.
