CoG accuse government of smear campaigns

The Council of Governors (CoG) has accused the National government of engaging in malicious campaign to undermine devolved governments.

They defended themselves against allegations that they have failed to absorb their allocations and blamed it on late disbursement and failure of Integrated Financial Management Information System (Ifmis) system.

The council’s finance committee chair Wycliffe Oparanya, also Kakamega governor, (pictured) said malfunction by the system between December 12, 2016 and January 5, 2017 hindered the counties from accessing the funds.

He added that the malfunction of the system delayed salaries and payments to suppliers in December. “The publications in the national dailies that county governments have failed to meet their financial management obligations is both inaccurate and in bad faith,” he said in a statement.
