Bomet Governor Isaac Ruto was yesterday hard-pressed to explain why his administration increased monthly salaries and allowances of staff from Sh94.7 million to Sh117.9 during the financial year 2013/14. Ruto, who appeared before the Senate Public Accounts and Investments Committee was tasked to clarify the query by Auditor General Edward Ouko.
The report showed that there was an unproportional increase in monthly salaries and personal emoluments within the financial year. “The increase has not been explained. The county executive should account for the increase in staff salaries,” read the report. But Ruto defended himself before the committee chaired by Kisumu Senator Anyang’ Nyong’o, saying that the National government channelled functions to the counties which laredy had bloated workforce.
The former Council of Governors chairman explained that his administration further hired more personnel through the county Public Service Board. “In December 2013, the payroll for the National government staff working in the counties was handed over to the devolved units but in January 2014 you will see a phenomenal growth in pay. This was as a result of the transfer of the payroll,” he said.
