Kidero ouster motion moved in chaotic sitting as EACC demands action

The motion to impeach Nairobi Governor Evans Kidero was finally tabled yesterday amid wrangles between Cord and Jubilee Members of the County Assembly. Although security in and outside the chamber was tight, Cord MCAs managed to disrupt the proceeding on several occasions, forcing Speaker Alex Magelo to interject.

Eastleigh South Ward leader Nelson Masiga was suspended for 30 days for gross misconduct. Magelo had warned members against jeering and heckling the mover of the motion Samuel Nyagwara (Viwandani) as he read the notice of motion. Masiga defied the Speaker’s order and got the backing of fellow MCAs, sparking a confrontation between the ward reps and the Sergeants-at-Arms.

This delayed House business by over an hour. Orderlies had a hectic time to control the Cord brigade from seizing the mace and blocking Masiga from leaving the chambers. Leader of Majority Elias Otieno managed to convince Masiga to leave the chambers after consulting the Speaker.

Magelo had condemned last week’s chaotic scene, saying disciplinary action would be taken against culprits. He directed the powers and privileges committee to investigate and report the damage caused within seven days. “The committee will have to review CCTV footage and identify the culprits,”ordered Magelo.

As the fracas went on yesterday, Nyangwara stepped to the floor to give the notice of motion only to be attacked by Maxwel Ochar (Korogocho). However, attempts by Ochar to grab the motion notice was thwarted by Leah Mumo (nominated) who hid it under her garment.

Clerk Jacob Ngwele had to hand over a copy of the motion to Nyangwara who read it while surrounded by Jubilee MCAs and Sergeants-at-Arms who fought off opposition members. Magelo instructed the House Business Committee, which he chairs, to allocate the motion time for debate.

The committee has seven days to do so. In the motion, Nyangwara wants Kidero impeached because of the suspicious deals he approved including a revenue collection deal awarded to JamboPay E-jiji pay and an agreement with Chinese car maker Forton to supply garbage trucks.

The Viwandani MCA said his motion will shade light on how the county government has incurred a huge debt of Sh42 billion in the last three years. Nyang’wara denied allegations that the motion is unprocedural since he had drafted it in July. He said the validity of a motion determined by the date the clerk approved it, in this case September 28, 2016.

Meanwhile, the Ethics and Anti-Corruption Commission has summoned Magelo over the chaotic scenes witnessed last week during the tabling of Kidero impeachment motion.

EACC has also written to Ngwele to provide CCTV footage and explain what transpired on that day. According to deputy director Michael Mubea, Magelo is expected to shed light on the fist fight that led to adjournment of the session.
