Each constituency will receive Sh81 million from the Constituency Development Board for the year 2016/17. The 290 constituencies will share the money equally for the first time, following the amendments made to the CDF Act early this year and assented by President Uhuru Kenyatta two weeks ago.
CDF committee chairman Moses Lessonet told parliament that the Sh25 billion being the total disbursements for the current financial year, will be done by December. Lessonet said the National Treasury has already disbursed Sh8 billion to the CDF Board, adding that each constituency will be required to submit their proposals for projects to be funded.
“The National Treasury has shown commitment towards releasing the money for the current financial year and the arrears which have been held for many years,” Lessonet told the House. He said 163 constituencies have already received 90 per cent of their money from the board. Another 45 constituencies have received 50 per cent.
He said the reasons for the delay was, among others, delay in making requisitions and identifying projects. Earlier yesterday, MPs hit at the Board for delaying the fund. National Assembly Leader of Majority Aden Duale led his colleagues in calling for the disbandment of the board for allegedly failing in its mandate.
Duale lamented that even besides a special sitting being convened for members to be appraised on the status of the allocations, the board had not compiled a list to that effect. The High Court set the CDF limit at Sh25 billion this financial year until a case challenging the new law on the fund is heard and determined.
Following the development, the CDF Board, chaired by former Maragua MP Elias Mbau, was expected to develop a list showing the amount of money each of the 290 constituencies would get from the overall figure.
“It is unfortunate that almost three months into the new financial year we are still begging the CDF Board to release the money. We have not delivered projects that were already budgeted for because of this delay,” said Butula MP Michael Onyura.
